Lintian just told me about a missing version= in a debian/watch file
(aka the debian-watch-file-missing-version tag) but the watch file
consists _only_ of 2 comment lines (in order to explain why there is
no watch URL).
I think, in this case the tag doesn't make a lot of sense, nor any of
the other checks.
Looking at checks/debian/watch.pm, I guess before the
look-for-version part (l. 109) the function should return if @lines
is empty (or $contents before).
