Bug#962157: lintian: No way to override --fail-on to none in command-line

Hi,

The newly introduced --fail-on option has no way to override a fail-on
setting in the configuration file (say «fail-on=error,warning») to set
it to no error on any condition (as in «--fail-on=none» or similar).
