Bug#954484: lintian: should warn when changelog entry contains `Closes;` instead of `Closes:`

it just happened at https://packages.qa.debian.org/p/python-pysnmp4/news/20200321T024507Z.html
and maybe it's just me, but ; and : are on the same key in the english keyboard
and typing quickly it could lead to enter one instead of the other.

Maybe the dh tools in charge of generating the .changes file should be smart
enough to detect `closes;` and still close the bug, but for now lintian seems a
good first step to help avoiding to close a bug becase of a typo.
