Bug#951653: lintian: provide way to track systemd services vs init.d services

Hi,

In the context of https://trends.debian.net/, it would be interesting to
track the status of packages shipping services, to know whether
maintainers are dropping init.d scripts.

This would ideally require:
- a tag to indicate whether a package ships a init.d script
- a tag to indicate whether a package ships a systemd service (excluding
  .service files for matching timer or path units, as already done
  elsewhere in the code).
- a tag to indicate whether there are init.d scripts without
  corresponding systemd services
  (omitted-systemd-service-for-init.d-script,
  missing-systemd-service-for-init.d-script, and
  missing-systemd-service-for-init.d-rcS-script would do)
- similarly, tags to indicate missing init.d scripts for systemd
  services

That way, I could put together a graph with packages shipping services,
classifying them into:
- packages with missing init.d scripts and missing systemd services (you
never know)
- packages with missing init.d scripts
- packages with missing service units
- packages with matching init.d scripts and service units

I might work on that when I have time, but I'm unlikely to find time.
