Bug#976363: lintian: detect debmake template comments

The debmake package is an alternative to dh_make. The debmake package
contains a number of packaging templates in the /usr/share/debmake/
directory that debmake uses when generating initial packaging, which
folks then customise for their use. 

There are a number of packages where the maintainer hasn't bothered to
remove unnecessary comments that the comments in the debmake templates
themselves also suggest removing.

I think it would be good if lintian could detect situations where
comments from the debmake templates have not been removed.

I think the best way to implement this would be for lintian to grow a
script that is run at lintian release time and gathers all the comments
from the debmake templates into a set of files containing comments that
should be removed, filters out some that are reasonable to keep (such
as #export DH_VERBOSE=1) and then stores those in the lintian git
repository, separated out into the types of files each comment occurs
in. Then the lintian check for this issue can detect all of the
unnecessary debmake comments.
