I have been told that compat level 13 has been available for a while
(and presumably in testing), but we do lack the modern and recommended
facility debhelper-compat vs. d/compat in stable (and probably also in
testing). For some reason, it is not shipped until version 13 is
released.

Without debhelper-compat (= 13) on stable, all our tests fail to
build. They cease to function. We are discussing the matter with the
debhelper and dpkg maintainers.

The resolution of this bug may have to wait until debhelper version 13
is backported to stable.
