Bug#956723: lintian: add check for invalid UTF8 filenames in source

Yes. Due to the supysonic case I noticed that lintian only checks the encoding
for filenames in binary packages. I assumed that those packages would be
rejected by the archive, but clearly that's not the case.

Having a tag for invalid filenames in source packages will makes it easier to
see the extend of the problem.
