Could icons ship in a separate, architecture-independent package while
the desktop file is created from a template when the binary is build,
and may thus vary by architecture?

Some relationships may be hard to track, although Lintian can see them
if both installation (deb) packages were built from the same sources.
Are there icon sets that are maintained separately for the benefit of
other projects?

How about an info tag if a package's desktop file relies on external
icon resources?
