That version is available in stretch-backports, you just need to tell
apt that it's allowed to install it - specifically, you need to set the
target release, rather than specifying it for the package:

adam@jacala:~$ sudo apt-get install -t stretch-backports lintian
Reading package lists... Done
Building dependency tree       
Reading state information... Done
The following additional packages will be installed:
  libfile-find-rule-perl libio-async-loop-epoll-perl liblinux-epoll-perl libnumber-compare-perl libtext-glob-perl
