Bug#934325: Separate tag-related bug reports from other functionality issues

So, triaging Lintian's many bug reports is already is a bit of a
mission and indeed a little while ago I even removed some categories
and awkward splits similar to these in the bug reports in the name of
simplicity. This really helped IMHO.

I would thus be a -0 on adding more ways of classifiying bugs unless
there was a real and genuine demand/use-case. :)  To wit, is it really
difficult to locate such issues amongst the tag reports? The latter
do, after all, usually include some-kind-of-long-tag-name-like-this
that makes them obvious. :)
