Fix display of tag differences in test results.
Due to recent changes it seem the diff does not always print. Fixes
the problem.

Devolve test 'manpages-general' from rules to files.
The test 'manpages-general' uses debian/rules to create and install
files, but the script obscures what is happening. Serves static files
instead and uses debhelper for their installation.
This commit can be used to illustrate how to convert old tests to
modern debhelper facilities.
