The 3.0 Debian source package format introduces a new directory of source
control files and two files in that directory:

* debian/source/format contains a source format string on one line.
* debian/source/include-binaries lists binaries to include in the debian
  tarball, one per line.

We should check the syntax of those files.  We may also want to warn about
unrecognized files in the debian/source directory of a package similar to
how we warn about unrecognized control files in binary packages.
