I have observed that the broken link reports for the 1.1-5 version
of w3c-dtd-xhtml are not correct. They link to files inside sgml-data
and are perfectly readable.

The package w3c-dtd-xhtml was removed from the archive in January of
2016. According to #711332, it was superseded by w3c-sgml-lib. That
binary package did not generate any link-related tags. I also checked
all link-related tags on lintian.d.o to see if other possible
replacement packages with WWW consortium DTD files trigger such tags.
I found none. Closing this bug.
Please reopen this bug if the reported issue occurs in a replacement package.
