"Obviously" the Policy has nothing at all to do with things such as
debhelper and cdbs, since it's describing the lower-level side of those
tools.
That said, I also agree that lintian has nothing to do at this time,
packages using cdbs will just FTBFS and that's it. And you can just
move from cdbs to dh and most likely everybody else will only be
happier :)

You also should not bother with people not test building their packages
before uploading (personal suggestion).
