Bug#943366: please add an error for any (build) dependency or autopkg test dependency on python/python-dev

bullseye will ship without the unversioned python binary and packages, details
at https://lists.debian.org/debian-python/2019/10/msg00082.html. While we aim
for removing Python2 entirely, this is probably too ambitious, and we should at
least remove the unversioned python packages. Please could lintian generate
errors messages for any (build) dependency or autopkg test dependency on
python/python-dev. Maybe even look for python shebangs in binary packages and
sources?
