Dear lintian maintainers,

I just triggered the following warning while using a version number appropriate
for a NMU of a new upstream release:

> changelog-file-missing-explicit-entry 1.13.2-1 -> 1.13.7-0 (missing) -> 1.13.7-0.1

This is clearly incorrect: 1.13.7-0 should never be used as a version number,
to prevent accidental shadowing by NMUs bringing in the same upstream version:

> If the package is not a native package, you should add a minor version number
> to the Debian revision part of the version number (the portion after the last
> hyphen). [...] If a new upstream version is packaged in the NMU, the Debian
> revision is set to 0, for example 1.6-0.1.

 lintian (2.28.0) unstable; urgency=medium
 .
   [ Felix Lechner ]
   * Correctly calculate an appropriate prior changelog version for source
     NMUs. (Closes: #942411)
   * Split check/files.pm into smaller components; invoke parts through the
     old scripts.
 .
   [ Simon Quigley ]
   * Add "focal" as a known Ubuntu distribution.
 .
   [ Adam Schmalhofer ]
   * Clarify the long description for the
     package-contains-python-tests-in-global-namespace tag to specifically
     mention "test_foo" directory-based moduiles and not "test_foo.py"
     files.
 .
   [ Paul Wise ]
   * Add several spelling corrections.
