Dear Maintainer,

please make description of this tag somewhat less harsh. Using several
scripts with dependency on $all works (as confirmed in #935302 by
upstream maintainer), but should be used sparingly, since no ordering
between such scripts is promised.

I propose to whitelist src:sysvinit in regards of this tag, and reword
like following:

	The given init script declares a dependency on the virtual facility
	"$all". This virtual facility is reserved for very special cases, that
	work specifically with init system.

	Regular services must not use this facility.
