As I understood criticism of this tag in threads you linked, there are
exceptional cases, when root-required/no-root-required and
sysadmin/regular-user are not same thing. The very cases of Lintian
override.

Unless it is false-positive, it constitutes violation of FHS, so it
warrants "warning" severity.
