Bug#931846: lintian: False positive debian-watch-file-should-mangle-version

Dear Maintainer,

lintian produces what I believe is a false positive
debian-watch-file-should-mangle-version with elogind.

Devuan is the packaging upstream for elogind. To differentiate the Debian
specific packages the packaging version number has +debianN appended, for
example 241.3-1+debian1.

I think lintian should differentiate between 'debian' in the upstream version
(before the hyphen) and the packaging version (after the hyphen). In the latter
case watch file mangling is not required.
