Drop safe_qx from test infrastructure.
Drops safe_qx in order to further isolate the test infrastructure from
Lintian. This makes the tests more robust and independent of the test
subject.
When complete, the separation will prevent the needless rebuilding of
test package when only the Lintian executable has changed. It will
eventually make the test suite faster.
