Bug#923589: lintian: Add check to complain about <project> filename in debian/watch

Dear Maintainer,

dh_make generates the following template for Github-based projects:

# GitHub hosted projects
#opts="filenamemangle=s%(?:.*?)?v?(\d[\d.]*)\.tar\.gz%<project>-$1.tar.gz%" \
#   https://github.com/<user>/#PACKAGE#/tags \
#   (?:.*?/)?v?(\d[\d.]*)\.tar\.gz debian uupdate

I just came across a package where the "<project>" bit had not been
edited. I can't think of anybody who wants filenames consisting of shell
metacharacters appearing in his working directories, so there might as
well be a Lintian check for that.
