Bug#917790: lintian: please split wrong-path-for-interpreter into wrong and broken

Currently wrong-path-for-interpreter lists both paths that are wrong, but work
(like '/usr/bin/env perl') and paths that are wrong, and don't work (like
'/usr/bin/bash'). This last type is common for packages that are built in a
merged usr environment, but these will not work in a non-merged usr
environment.

Having two separate tags for these cases would make it easier to detect the
broken cases and maybe allow the tag for the broken case to be promoted to an
auto-reject, to catch these cases earlier. Given the rather large amount of
packages that trigger the current tag for '/usr/bin/env perl' and similar,
promoting that to auto-reject right now would probably cause more harm than
good.
