Bug#914885: lintian: remove debian-rules-makemaker-prefix-is-deprecated

The debian-rules-makemaker-prefix-is-deprecated check has served its
purpose and is not useful anymore. It was added in 2010 (with #568748) to
ease removing Debian-specific support for 'make install PREFIX=something'
in Makefile.PL based Perl projects, and helped to get the number of
affected packages down from 250 to 50 in five years.

The transition was completed in 2015 (see #788883), and any packages
relying on the functionality that this check is looking for will
nowadays fail to build. The only package triggering the tag currently
is libmail-sender-perl, which is non-free, RC-buggy and not in stable.

The check can therefore be removed. Thanks for helping with this
transition :)
