Bug#911864: lintian gives E: statically-linked-binary for golang project's binary

Dear Maintainer,

According to #718404, golang packages aren't supposed to give an error of statically-linked-binary because
all go language packages are apparently statically linked.  And yet attempting to build 
https://notabug.org/themusicgod1/panicparse/ 
with debuild -us -uc -b gives this error:

E: golang-notabug-themusicgod1-panicparse-dev: statically-linked-binary usr/bin/panic

(/usr/bin/panic is generated from go code)

(incidentally, this happens on both debian & ubuntu)

what should happen: lintian should either not raising this error, (unless the issue is on golang's end for
producing static binaries)
