Bug#907578: lintian: vcs-deprecated-in-debian-infrastructure description outdated

Hi,

The description for vcs-deprecated-in-debian-infrastructure says "...the
Alioth service will become read-only in May 2018." This date has passed, so
this info is outdated and should be updated.

Maybe the tag should be renamed from 'deprecated' to 'obsolete' (or something
like that), because the repositories are no longer available at the specified
location. Also, the severity should probably be increased.
