There are actually two issues:
First, lintian should warn for any usage of -Z/-S/-z no matter the values.
Manual fiddling with these tends to cause future problems without
actual benefits, uses-deprecated-compression-for-data-tarball is
another example for such problems.
For having any visible effects such changes anyways have to be done
globally in the archive, not at a per-package level.
Second, debian/source/options also has to be checked.
