Bug#906281: lintian: Severity and Certainty of emacsen-common-without-dh-elpa are wrong / false positives despite "Certainty: certain"

This sounds the most sensible way forward, ie. fixing most of the false-
positives, rather than just making Lintian very slightly less noisy.

(As an aside, I'm always curious when people put a lot of weight behind
the Certainty that Lintian reports; the various levels have no "real"
meaning and accordingly get very little attention from the Lintian
maintainers.)
