Bug#896010: lintian: FP for source-contains-empty-directory if directory isn't listed with trailing slash

I forgot to mention a little extra context I noticed while debugging.
The problem is that the directory gets listed twice in the index -- once
as "build" with no children and again as "build/" with the expected
children.
