That's not true: the python-libxslt1-dbg file is not a debug package, so
the message of the tag is irrelevant for this case.
I believe this tag should use the same filter
debian-control-has-obsolete-dbg-package is using (that doesn't warn
about this package because it "knows" that it's not a debug package).
