So, is this commit challenging the idea of dpkg-buildpackage being
optional?
If I read it correctly this is proposing to drop all S_D_E assignments
from d/rules, instead of e.g. proposing to replace them with
include /u/s/d/pkg-info.mk
export S_D_E # if needed
(and if wanted a dependency on dpkg-dev (>= 1.18.8))
