Yes, that was exactly my line of thinking when I first saw this warning,
before discovering that in practice /etc/rc1.d/S01killprocs is going to
stop it anyway before switching to rcS and restarting it again.  And
that is exactly what the extended lintian warning was trying to explain
(and probably successfully would have if the system I first saw it on
had initscripts installed which provides that script).

These two should definitely be merged, but I'd welcome Felipe reviewing
the conclusions I came to here https://bugs.debian.org/889640#15 just
in case I did miss something we ought to do other than just close this
now.
