Bug#884785: lintian: False positives for timewarp-standards-version

The timewarp-standards-version check is apparently not dealing
correctly with the corner case of a package being released the
same day as the Debian Policy it complies with.

From a quick look at the corresponding report[1], I've found a
small number of false positives:

  deepin-shortcut-viewer 1.3.3-1
    * (2017-11-30 < 2017-11-30)

  liberasurecode 1.5.0-1
    * (2017-08-06 < 2017-08-06)

  libio-all-lwp-perl 0.14-1
    * (2009-06-16 < 2009-06-16)

  libwx-perl-datawalker-perl 0.02-1
    * (2009-06-16 < 2009-06-16)

  spectrwm 3.1.0-1
    * (2017-11-30 < 2017-11-30)

Sorry, I don't speak Perl, so I'm unable to come up with anything
resembling a reasonable patch :)
