ISTR the "python3 package with ${python:Depends} substvar" was already
implemented, but I can't find it now among the available tags.
Today we stumbled upon a package that does reverse:
https://sources.debian.org/src/isort/4.2.5+ds1-2/debian/control/#L36
A python2 package using ${python3:Depends} and therefore ending up with
no dependencies at all.
