I don't think those packages are really a problem. So IMHO that's at
most Informational, definitely not Warning.

perl-debug comes to my mind, which is "Section: debug", but not
"*-dbg", so does not really fit.

IMHO this an completely unnecessary burden for maintainers.

The gain those automatic dbgsym packages brought is, that there are
debug packages where the maintainer didn't care and that maintainers
don't have to configure debug packages themselves anymore for a small
effort.

But there's nearly no reason to force maintainers to even do that
small effort if the old -dbg packages do what they should. (The only
reason I could see is disk space on the mirrors, but that's IMHO
neglectable. And I'm saying that as someone who maintains a primary
Debian mirror.)
