That tag seems to trigger for all packages using the Bugs field.
But as Martin highligted in his original post, there are valid use
cases.
Also src:libreoffice uses it, for some reason in unstable/experimental
is an empty field (not sure if that's ammitted and what it does mean),
but it has 'Bugs: mailto:debian-backports@lists.debian.org' for the
stable-backport versions, which is quite sensible in my opinion.

Also the description simply says "your d/control uses the Bugs field.
Just don't use it because you might be doing something wrong", which
feels like patronizing the maintainer to me :)  There *are* valid use
cases of that field, if a maintainer feels the need to use it then there
probably is a good reason, it's not like some random person would ever
be able to find such an un-advertised field…
