But as Martin highligted in his original post, there are valid use cases. Also src:libreoffice uses it, for some reason in unstable/experimental is an empty field (not sure if that's ammitted and what it does mean), but it has 'Bugs: mailto:debian-backports@lists.debian.org' for the stable-backport versions, which is quite sensible in my opinion. Also the description simply says "your d/control uses the Bugs field.
