Are you sure you are using 2.6.65? :)  This should have been fixed via
#884655 by adding a "Multi-Arch: foreign" conditional.

I also cannot reproduce this locally:

  $ dget libfcml-dev

  $ lintian --version
  Lintian v2.5.65

  $ lintian --pedantic libfcml-dev_1.1.3-2_amd64.deb
