W: zsh source: useless-autoreconf-build-depends autotools-dev
and
E: zsh source: missing-build-dependency-for-dh_-command dh_autotools-dev_restoreconfig => autotools-dev
for a compat level 10 source package.
The only change between these two errors/warnings is this commit:

Drop build-dependencies on autotools-dev and dh-autoreconf
No more needed with debhelper compatibility level 10 and the according
versioned build-dependency.

As far as I can see, the missing-build-dependency-for-dh_-command error
is the wrong one as the package builds fine under pbuilder with this
commit and without these build-dependencies despite this error.
