Bug#844191: lintian: Check for useless build-depends on dh-autoreconf and autotools-dev

Dear Maintainer,
debhelper 10 installs dh-autoreconf and autotools-dev, so it is not
necessary to build depend on them for packages that have compat 10.
Perhaps this check could be implemented?
