Bug#807461: lintian: check years in debian/copyright are not in the future

What's the general lintian policy on its output changing over time? For
example, if this was based on the current year, then running Lintian today
would provide different results than it would on, for example, January 1st
2017.
Clearly, checking for dates >= 2100 might be considered be pretty safe. :)
