Maybe I am wrong, but I remember the time when it was written
out that all dependencies should be written out correctly,
and not via indirect dependencies.
In this case, your bug report should go to texlive-htmlxml
which is not installable, and not against tex4ht.
At least that was the case AFAIR back then 10+ years ago
when I started ...
