Bug#833585: lintian: Check presence of upstream signature if signing key available

Hi,

dpkg-buildpackage started to include the upstream .tar.XX.asc file
if it's present.  You can have an upstream signing key in your
debian package.  Please check that if the .orig.tar.XX file is
uploaded and the upstream signing key is available that also that
.asc file is uploaded.
