Bug#816455: lintian: old-style-config-script must not suggest 'Multi-Arch: no'

`lintian-info --tags old-style-config-script' displays amongst others the 
following information:
  N:   Using this kind of system to pass compile file is obsolete and will
  N:   likely introduce bugs in a multi-arch system. Particularly, this kind
  N:   of script could only belong to Multi-Arch: no package

However packages with `Multi-Arch: no' are rejected by dak - see 
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=816213#10 

It looks like I am not the only maintainer that get fooled by
the above info:

Oh, the maintainer of libsdl1.2 says this explicitly:

But to be honest I have no idea why this tag is produced  for
packages that have no Multi-Arch field at all, which implies that 
that are `Multi-Arch: no' already...
