Bug#841670: lintian: Check udev rules and AppStream metadata



Attached is my proposal for a lintian check for AppStream metadata and the
udev rules, including a test case.

Compared to the github repo, I dropped a few tests that need more work.  I
will come back to those when I have learned more from the AppStream maintainer
about how desktop files and AppStream metadata relates.

Please include the patches in a future version of Lintian.
