The HTML files in /usr/share/doc/lintian/lintian.html/ are written in UTF-8, but they don't have any encoding declarations. This makes Iceweasel display mojibake like "§5.1".

Indeed.

Sadly I got no clue on how to fix that (without "fixing up" the output with a home-grown post-processor).

Post-processing HTML output might not such a bad idea, at least in the short run.

docbook2html manpage says that "for the moment, jw does not handle XML, but only SGML", so it's not surprising that it doesn't fully grok our XML file. And this tool had last upstream release in 2004, so perhaps we should migrate to something more modern, like docbook-xsl.
