Bug#796285: apache2-module-depends-on-real-apache2-package contradicts dh_apache2

The apache2-module-depends-on-real-apache2-package appears to either be
bogus or be pointing to a bug in dh_apache2.  I get:

but I have no explicit dependenc on apache2-bin.  Rather, the dependency
is added automatically to ${misc:Depends} by dh_apache2 as provided by
apache2-dev 2.4.16-3.  So this tag is not actionable by a package
maintainer, at least without removing ${misc:Depends} from the package
dependencies, which seems like a horrible idea.

I'm going to add overrides to my package for this.
