d/changelog: Add a closes for #715035
The accumulated memory savings since 2.5.33 is at ~33% when processing
lintian with lintian. Of these, ~18% is from the changelog / shared
storage and the remaining ~15% is from the L::Path changes.
In absolute numbers, we moved from 12.53MB to 8.48MB according to the
output of lintian with -dddd.
