[lintian] Archive-wide processing moved to lindsay.d.o

Hi,

As $SUBJECT suggests, our reporting framework just got moved to lindsay
from lilburn.  This also includes an upgrade to Jessie and some
different hardware (including two CPUs instead of one according to
top(1)). \o/

I decided to move a few things around in the setup:

 * The laboratory is now in /srv/lintian.d.o/scratch-space/laboratory.
   This makes it easier to exclude the lab from being backed up (even if
   the lab got purged).
 * The "root" dir is renamed to "lintian".  I left a symlink in the old
   place in case of finger memory.


If you got any items left on lilburn, please salvaging them now.  DSA
will shutdown lilburn in "a week or two".
