Hi,
commas have a special meaning in the License field of a DEP-5 copyright
file. In front of an "and" they signal that the preceding "or" has
priority. Other uses of it are most likely illegal. Examples:

So probably, Lintian should warn if a comma is used in a License stanza
of a standalone license paragraph and check for its correct usage when a
comma is used in the License stanza of a Files paragraph.
