Bug#755780: lintian: warn about embedded data copies

Please add an info lintian tag warning about embedded data copies,
examples include the PCI id database, the USB id database, the OUI/IAB
listings, the Unicode data. I've included details below for the examples
below. There are a small number of packages in the archive embedding
this data directly already and more that embed it in a different form.
For now please just add filename based matching. Please note that
symlinks should be ignored by lintian.

Tag: embedded-data
Info: The given file is an embedded copy of data maintained elsewhere.
As such it is likely to get out of date. It should be removed from this
package, replaced with a symlink to the same file in the canonical
package and a dependency on that package added to this package.
Ref: policy 4.13 (talks about code not data but the same applies)
