the Severity must be experimental.

Ah, I see. I'm afraid that you've misunderstood what's happening here.

As per https://lintian.debian.org/manual/section-2.3.html , X / experimental isn't a severity in its own right, rather a flag indicating that the check should not be enabled by default. Any tag can be flagged as epxerimental, regardless of its severity and certainly values. If the experimental flag were not present then the tag in your example would indeed be output as P.

Closing as lintian is behaving as expected.
